CEO/Founder

Odessa Perkins is a remarkable individual who has overcome immense adversity to become a beacon of hope and empowerment for others. As a SUR-THRIVER of human trafficking, Odessa has used her experiences to drive positive change and inspire others to find their own strength. Her journey from victim to advocate, published author, business owner, and educator has been nothing short of extraordinary.

Having emerged from the shadows of exploitation, Odessa channeled her resilience into becoming a leading voice in the fight against human trafficking. Her unwavering commitment to raising awareness, provide trauma informed care, and supporting survivors has made her a pivotal figure in the movement to combat modern-day slavery.

In addition to her advocacy work, Odessa has shared her powerful story in her acclaimed book "WARRIOR", shedding light on the harsh realities of human trafficking while offering hope and encouragement to those who have endured similar ordeals. Her writing has touched the hearts of thousands and has served as a source of strength for survivors worldwide. She has also authored: I Am A-Z Affirmations for Kids and I Am A-Z Affirmations (coloring book). Her most recent works to be released are: Human Trafficking 101 Workbook and The Mirror That Smiles Back (children's book). 

 As the founder and owner of a successful business and nonprofit dedicated to empowering survivors of human trafficking through employment and support, Odessa has demonstrated her entrepreneurial spirit and her dedication to creating opportunities for those who have been marginalized and exploited.

Furthering her impact, Odessa has been a high school counselor and educator, using her experiences to guide and mentor young people and at-risk youth to educate them about the dangers of human trafficking; as well as, healthy vs. non-healthy relationships. Her work in this capacity has been instrumental in preventing exploitation and providing support to at-risk youth. Her  new role with Kern County Superintendent of Schools as a School Counselor/Preventive Services, keeps her busy as she can be called out to any school district in  Kern County  to administer trainings to administration, faculty/staff, and campus security, she also does awareness  presentations to students on the signs/myths/facts of human trafficking,  healthy vs. non healthy relationships, and online safety. 

Odessa's remarkable journey has not gone unnoticed by California State lawmakers, as she has been instrumental in shaping legislation to better protect vulnerable individuals and hold perpetrators accountable. She aided in the passage of SB14 (key witness), SB1414 and AB 379, bills that turned human trafficking into a serious and punishable felony, go after buyers (demand), and include 16- and 17-year-old because the goal is to protect ALL CHILDREN. 

In all of her endeavors, Odessa Perkins exemplifies courage, resilience, and compassion. Her unwavering dedication to advocating for survivors, aiding at-risk individuals, her entrepreneurial spirit, and her commitment to educating the next generation make her a true inspiration and a force for positive change in the world.

President

Jessica Amos has worked in a Law Enforcement capacity for the last 18 years with the last 4 years focusing on Human Trafficking. She currently serves as a member of the KCAHT (Kern Coalition Against Human Trafficking) Steering Committee and has over 250 hours in formalized training regarding Human Trafficking. She, along with her team, were recently awarded The Phil Gazley Unlocking Freedom Award from Senator Shannon Grove’s office due to combatting human trafficking in Bakersfield and Kern County. She also teaches other Law Enforcement agencies as well as community organizations the risks, indicators, and prevention of HT, with the goal of increasing awareness, improving identification, and protecting victims from exploitation.  She has made numerous community connections in her field of expertise and is always seeking new ways to think outside the box. She adores spending time with her family and has a love for all types of yoga as well as animals. She is a certified yoga instructor and has recently taken up learning how to play golf. She is excited to be a part of emPOWERment and to be able to give more back to her community.

Vice President

Pauletta Maxwell is a lifelong resident of Bakersfield. She graduated from North High in 1974 and has spent most of adult life volunteering for numerous organizations dear to her heart. She has raised 3 children where she either was their team mom or coach and was their biggest cheerleader. She has served on the board and played many years on the women's soccer team here locally. Paula worked as a bookkeeper for Loyd F. Horner Construction Company for 13 1/2 years and continued this line of work for Pacific Management for the next 23 years. She is currently working for Kelly & Eccleston Management once again as a bookkeeper. After marrying her husband Terry, she became a bonus mom of 2 more kids where she considers herself blessed to have such a large extended family. They enjoy having 11 grandchildren together. In her marriage with Terry, they owned and operated the highly acclaimed and respected T.L. Maxwell's Restaurant and Bar for 18 1/2 years. Her husband Terry claims that Paula was the best Hostess with her friendly attitude, always welcoming everyone who entered their restaurant. She has been a Christian all her adult life from working with Awana’s, choir, Sunday school classes, and any other activities. She is very engaged at her church Rock Harbor where she is a greeter along with helping the Pastor greet newcomers to their church. 

Secretary

Annette Londquist is an avid volunteer who enjoys serving the local community through non-profit organizations and the St. George Greek Orthodox Church.  She grew up in Bakersfield and started her college journey at Bakersfield College. Annette earned a Bachelor’s Degree, Master’s Degree, and holds a teaching and counseling credential as well as a Pupil Personnel Services Credential; all earned at Cal Poly (SLO), Fresno State, CSUB and CSU Sacramento.  Her education career spanned 35 years at Bakersfield City School District. She taught elementary school for 18 years, served as counselor at school sites for 15 years and finished her career as BCSD lead counselor for 2 years.

For 3 years, Annette was a co-owner of a small business in the Bakersfield Valley Plaza Mall. 

Annette volunteered as a board member on the BCSD Educational Foundation for 4 years, helped with the mobile unit blood drives at the Houchin Blood Bank for 2 years and now continues to spend her time assisting non-profit organizations with numerous projects, as well asworking on various committees at the St. George Greek Orthodox Church.

Treasurer

Elena LaRoque  brings over 16 years of financial leadership and community dedication to our board. As the Controller for Bakersfield Hyundai, a role she has held since moving to the area in 2010, she combines sharp business acumen with a heart for service.

Beyond her professional career, Elean is a tireless advocate for Kern County. She currently serves on the boards of the Women and Girls Fund, the Kern County Cancer Foundation, and Dress for Success, and she previously contributed her expertise to the ADKAC board. Passionate about empowering the next generation, she also serves as a mentor in the R.O.S.E. program. Elena  lives in Bakersfield with her husband, Gilbert, and is proud to help shape the future of the community they call home.

Co-Treasurer

Roxanne Aguilar is a Branch Manager at Valley Strong Credit Union, where she has dedicated 25 years to serving members and strengthening financial well-being in the community. With over two decades in leadership roles, Roxanne is passionate about empowering others and fostering meaningful connections.

Born and raised in Bakersfield, Roxanne is deeply committed to giving back and supporting initiatives that make a difference. She recently earned her Bachelor’s degree in Business Administration with a concentration in Management from California State University, Bakersfield in 2024.

As a board member for emPOWERment, Roxanne brings her expertise in leadership, community engagement, and strategic thinking to help advance the organization’s mission to take a stand against human trafficking.

Event Coordinator

Cornelio Gutierrez-Lozano has been working at Bakersfield Behavioral Health Care Hospital for seven years. I was born and raised in Bakersfield, and after a brief time away, I returned 15 years ago. I currently serve on the boards of the Bakersfield Marathon, the Alzheimer’s Association of Kern County, the Empowerment Des Perkins Foundation, and I am a member of the committee for Go Red 2026. Serving on these boards has given me valuable insight into how each organization contributes to the wellbeing of Bakersfield. It has been my pleasure to collaborate with these non-profits in supporting Kern County’s growth and success. Since joining the BBHH team, I have fully immersed myself in my role, working to help our community. My strong connection to the pulse of the community has fostered continued growth in local partnerships, positively impacting those we serve.

Marketing and Strategic Planner

Jonny Perez is a community advocate, entrepreneur, and servant leader with a deep commitment to protecting the most vulnerable. As the owner of Great Heritage, Jonny has dedicated his life and work to strengthening families, supporting nonprofits, and using his platform to create real, lasting impact in Kern County.

Jonny’s passion for community service is rooted in a simple belief: every life has value, purpose, and dignity. His decision to serve on the EmPowerment Dess Perkins Board comes from a calling to stand against human trafficking and to help protect and save God’s children those whose voices are often silenced and whose lives are placed at risk.

Through his involvement, Jonny brings not only professional expertise in outreach, branding, and community engagement, but also a heart for justice, restoration, and hope. He believes that protecting the innocent is not just a responsibility, but a mission and he is honored to serve alongside others who are committed to bringing light, healing, and freedom to those who need it most.

Angela Griffith known as “Angie” to friends and colleagues joined the Kern Community Foundation in February 2018 as the Donor and Foundation Services Coordinator. In this foundational role, she supported the organization’s administrative and programmatic efforts, including donor services, development initiatives, event coordination, research, data management, and working closely with nonprofit organizations to strengthen capacity and support their growth.


Since 2019, Angie has taken on increasing responsibility for the Foundation’s scholarship programs, and in 2024, she was promoted to Associate Director of Scholarships. Over the years, she has managed more than $3.6 million in scholarship

funds, benefiting over 1,500 students. Angie has developed deep expertise in overseeing scholarship processes, collaborating with schools, nonprofit partners, and community organizations, and providing thoughtful support to both donors and recipients.


Her work also includes organizing impactful events, offering administrative leadership, supporting nonprofit partners as they expand programs and improve outcomes, and analyzing student data to track success and program effectiveness. Angie is passionate about advancing educational opportunities and remains dedicated to helping students and the nonprofit organizations that serve them achieve long-term success.

Christine Diaz was born in San Diego and raised in Argentina. In December of 1999, she returned to Bakersfield to be closer to her father. While living abroad, Christine earned her teaching credentials and later built a 20-year career in banking and insurance after returning to the United States.

Christine currently serves as a Field Representative for California State Senator Shannon Grove, where she works closely with nonprofits, community organizations, and residents throughout the region. In this role, she helps connect constituents with resources, supports community initiatives, and strengthens partnerships that improve the quality of life in Kern County.

With a strong history of cultivating meaningful relationships, Christine brings compassion, professionalism, and dedication to every project she undertakes. Her career allows her to continue her lifelong commitment to church and community involvement.

Christine is actively involved in several boards and committees, including the Rotary Club of Bakersfield East, Portrait of a Warrior Kern County, MADD Walk, Project Rescue, and other community-focused organizations. Through these roles, she continues to advocate for service, awareness, and positive change throughout the community.

Christine enjoys spending time with her family and pets and loves reading a good book. She is a proud Rotarian who believes deeply in service above self.

Health Mercy & Memorial Hospitals. She joined Dignity Health in 2014 and is responsible for the overall strategic planning of community-based health education outreach programs focused on cultural access to health care, disease prevention, chronic disease

She joined Dignity Health in 2014 and is responsible for the overall strategic planning of community-based health education outreach programs focused on cultural access to health care, disease prevention, chronic disease management and overall wellness for the poor and underserved in the Bakersfield community as well as outlying areas of Kern County. Donna designs programs in collaboration with businesses, government and social service agencies to help create a healthier Kern County. Currently, Donna’s team coordinates 42 outreach programs serving over 70,000 residents each year.

Currently, Donna is actively involved in multiple community health initiatives and

participates on several committees. 

She has been the recipient of multiple community leader designations. An avid runner and cycling enthusiast in the Bakersfield community as she inspires others to be the best version of themselves through fitness and wellness-related activities.

NaTesha “T” Johnson has a heart for Bakersfield as an architect of change. She is passionate about empowering a new generation of leaders through personal and professional development. Her contribution to building community engagement and leadership is the union of her experience as a social activist and community advocate. She is often referred to as the “Community Connector” and an advocate for the creation, development, and general economic growth of small-to-micro minority businesses in Kern County. As the founder and owner of Upside Productions Management, a strategic partnership company in Bakersfield, CA, she specializes in cultivating relationships focusing on diversity, equity, and inclusion outreach. In 2017, NaTesha founded Upside Academy, Inc., a non-profit organization that provides volunteer and community service opportunities for middle and high school youth in Kern. Also, under the tutelage of Kern College Community District Chancellor Sonya Christian, NaTesha is the Director of Entrepreneurship and Workforce Development servicing three community colleges and five counties focusing on improving economic mobility and bringing resources to small businesses and entrepreneurs. NaTesha is a product of local schools in and around Bakersfield. She earned her Master’s in Public Administration at California State University, Bakersfield. Beth Hoffmann was born and raised in Bakersfield, California where she attended West High School and graduated from California State University, Fresno. 

In 1990, she and her husband, Tom Hoffman, owned and operated a successful home health agency.  During this time, they provided care for a young mother who had been denied hospice care be

In 1990, she and her husband, Tom Hoffman, owned and operated a successful home health agency.  During this time, they provided care for a young mother who had been denied hospice care because she had AIDS.  They also helped with her two HIV-positive children. Deeply impacted by this experience, they founded Kern County’s only non-profit hospice, Hoffmann Hospice, and pledged that no hospice-eligible patient would ever be turned away, regardless of

their illness or ability to pay.

Highly respected in the industry, Hoffmann Hospice is now the oldest hospice agency in Kern County and has served over 30,000 adult, children and veterans who have a serious or terminal illness since its founding 20 years ago.  In December 2015 Hoffmann Hospice opened the doors to Kern County’s first and only freestanding in-patient hospice home. This home has expanded Hoffmann’s ability to provide hospice services to all hospice-eligible patients. This beautiful

homelike, 18-bed facility is professionally staffed with registered nurses 24-hours per day, as well as social services, home health aides, chaplains and volunteers Beth and Tom have been married for over 42 years and have 3 grown children and 5 grandchildren. They consider it a privilege to give back to their community.
